What kind of plants can I plant near a sump pump runoff?

I have a large area that is 'irrigated' by what my homes sump pump pumps out after it has rained, or Spring is thawing the Earth. The water runs through PVC on it's path to the ground.
Ooops! I live in zone 5…would prefer perennials. Can be more than one plant. The area being flooded is 10' in diameter.

Is there any way to install a sump pump in my backyard to pump the water to the street and out of my yard?

The reason I want to install a sump pump in my backyard is to pump the water out to the street so that it doesn't pool up and flood my backyard. The distance to be pumped would be 60 feet. If I do use a sump pump is there any way to power it without having a post in the ground with a GFCI outlet attached to it?

Can someone explain why I have a horrible smell coming from the sump pump in the basement?

We just built a new house, and have lived here less than 2 months. There is a HORRIBLE smell coming from the basement, in the area of the sump pump and grinder pump. The sump pump runs about every 15 minutes, which is somewhat normal since we are on a high water table. We have a well, and our water has a high sulphur content, but this is not a rotten egg smell, it smells more like sewage. It's infiltrating the entire house, and I have no idea what to do about it! Can someone please help me? Thank you!
