How does my interior waterproofing work? How does my sump pump fill?

I have never had flooding in my basement (even in the heaviest of rains in Cleveland area last year) but I have interior waterproofing and a sump pump that works, but I am curious to know how the well fills when I rarely see the 2 pipes that lead into it draining water. On the side of my basement opposite the pump I can hear water dripping which is annoying and freaks me out a little. Why do I hear this dripping sound and what can I do about it?

Sump Pump Effluent Pipe Length

I’m installing a sump pump in my basement which is about 6
feet below ground level and want to run an effluent pipe about 20 feet
horizontally . (ie. the pipe will run 2 feet up from the basin, make 2
right angle turns, head up the basement wall, make another right angle
turn to go through the wall, then another turn and run about 20 feet
or so into the drain pipe away from the house). This is necessary to
locate it at the deepest part of the basement.

My question is: is there are a limit to how many "turns" and the
total distance  of an effluent system ? If so, how is this calculated

What happens when a sump pump is shooting water out the top of the outside pipes?

My yard has a very damp area that I believe is being caused by my neighbors malfunctioning sump pump. You can hear the pump run and then water shoots out of the outside pipes on to the ground. My understanding is the water should be sent out a pipe into the water sewer. I believe this excess water is affecting the concrete in my yard. Any ideas?
